Paris is a beautiful city with a history of prestige and grandeur, and French people put a lot of effort in preserving the glory they once had in the past. The Eiffel Tower sure contributes to its popularity, but I think even if the Eiffel Tower never existed people would still come to see the beautiful palaces, city architecture, historical places, the gastronomy, the language, the arts, the culture and the lifestyle. There is just something very attractive in that package.
I personally lived in Europe for 3 years and visited Paris once. Some of my most memorable moments that don't include the Eiffel Tower includes a leisurely stroll in the park where a lot of art students are offering to sketch me to earn some extra money. Then we sat down for a lively performance of magic and comedy while waiting for the sun to set. Dinner was escargot with generous flows of wine and a cheese platter dessert. The walk home was adorned with city lights over beautiful bridges and statues and monuments, and a fiddler was playing beautiful Classical Music on the side of the road. That is certainly an experience you don't get in many other places in the world. Or even if you do experience something similar, nothing can really compare to Paris's authenticity.
To know what I mean you really have to visit Paris yourself. Not because I'm a fan of the city, but because trying to describe this feeling to you is a little bit like trying to describe how cinnamon tastes to a person who has never tasted cinnamon before. Some people will love it, others will loathe it, but it's only by experiencing it firsthand that they can know how it exactly feels.
