I flew to Gothenburg from London for New Years - there is no such requirement. As the UK and Sweden are EU countries, all you need is a plane ticket and photo identification to travel. Why would the UK or Sweden demand US$? Of course this is a scam. There is no money required to travel out of the UK. I probably had £10 in my wallet when I flew to Sweden, and nobody asked.
