Reform groups formed something called the progressive era. During the progressive era it caused political reform. With political reform came changes to help the economy and general well being of the United States.
A federal government can link different groups within a country. This type of government shares powers and responsibilities between a central authority and regional or local governments, allowing different groups to have representation and decision-making power. Additionally, democratic systems with mechanisms such as elections and political parties aim to provide representation and bridge the gaps between diverse groups within a country.
The federal government does not tax state and local governments and tax-exempt organizations such as churches and charities.

Interest groups can operate at all levels of the government ranging from federal to local governments. An interest group can be a civil rights group, a charitable organization, or simply a neighborhood association.
Two groups of people elected to work for the federal government are members of Congress, which includes both the House of Representatives and the Senate, and governors of U.S. territories, such as Puerto Rico and Guam, who represent their constituencies at the federal level. Additionally, while not part of the federal government, the president and vice president are also key elected officials who serve in federal roles. These elected representatives create laws and policies that impact the nation.
A country that is large is most likely to have a Federal System of Government.Any country can have a federal system if the population and/or groups representing the population agree to waive certain rights of a local government to a centralized form of government. The powers of the "federal" government can be weak or strong depending on powers granted to it or not granted to it.
