Although the Conservative Party did not receive enough votes to provide them with a majority by themselves, they did receive the largest percentage of votes out of all the Parties. (Basically you have to reach a certain number of votes) None of the parties got this many votes; meaning no one got the majority, so no one won. This is known as a hung parliament, however when the liberal democrats and conservatives combined their votes together, it was enough to reach the majority number. So David Cameron did become prime minister, but he did not win the election. It also means the liberal democrat leader Nick Clegg, also gets a say in parliament.
