The former dictator, Fidel Castro, could have imported advanced technology, but instead kept it out.He did this because dictatorship governments traditionally keep their people downtrodden as a preemptive strike against rebellion.Raul Castro, Fidel's younger brother has taken over but does not appear to be changing much.
