Former slaves and other African Americans, and anyone previously denied the vote by reason of race.

The amendment states: "The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude." (although this still did not address the right of any women to vote)

Interestingly, the "3/5 Compromise" in the Constitution counted that percentage of slaves in determining Congressional representation, as it had under taxation plans for the Articles of Confederation. This gave slave states additional voting power in Congress without regard to the citizenship of slaves.
