Maybe, but it is doubtful. Until fairly recently, being a homosexual was a criminal offense, and it disqualified you from any government jobs. Thus, if someone were a gay man, it is doubtful he ever would have mentioned his sexual orientation, given the risk of being fired or being arrested. Thus, there may have been an occasion when a gay man was able to enter and succeed in politics, but he would not have revealed his sexual orientation under any circumstances; in fact, he might have had an arranged marriage, so that he could be seen with a woman during social events. (Some gay men in Hollywood also employed this tactic, knowing that the public was prejudiced against gay people, and fans wanted to believe all the big stars were heterosexual.)

That said, some historians think James Buchanan, who was president between 1857 and 1861, might have been gay. There's no way to be sure, and critics of this theory point out that it is based largely on speculation about why he never married. Buchanan was the Master of Masonic Lodge number 43 in Lancaster, Pennsylvania, and District Deputy Grand Master of Pennsylvania. Being a lifelong bachelor perhaps had more to do with the busy life he lived than a choice of sexual partners. There were a number of men who never married back then (as there are today), and that did not necessarily mean they were secretly gay. The bottom line is that there certainly were gay men in leadership roles in many occupations in the old days, but they never would have spoken about being gay, leaving historians with little evidence about who was or who was not.
