US President Teddy Roosevelt has a mixed reputation. On one side he's rough and ready, on another side he's the "quite man" in a manner of speaking. The quiet situation came with his dealings with Germany and Venezuela. It seems that both Germany and Great Britain threatened a joint occupation because Venezuela was chronically late or worse then late in paying their debts to both European powers. Roosevelt met with the German ambassador and informed him that any occupation of an independent nation in the Western Hemisphere would result in a war with the US. When Great Britain learned of this they backed away and the Kaiser was left hanging on the issue. As it turned out the debt issue was worked out without any more threats to Venezuela. All parties concerned kept this issue very low key and internationally not much was said about it.

What was President Franklin Roosevelt's foreign trade policy?

In the 1920s and 1930s, the Democratic party was the party of free trade, while the Republican party was more protectionist. The 1930 Smoot-Hawley tariff was based by a Republican Congress and the Republican President at the time- Hoover. Roosevelt promised to lower tariffs on a bilateral basis, and there were moves towards freer trade. However, given that the nation was mired in Depression, Americans were much more concerned with domestic issues rather than tariffs.
