In Britain, for example, the monarch was many centuries ago constitutionally prohibited from instituting taxation; taxes had to be imposed by Parliament. In some cases, constitutions forbid the government from passing laws of a certain type at all. The US Constitution was the first to impose what we might call moral restrictions on its government, in those amendments which are called the "Bill of Rights". Any attempt by a legislator to do something not authorized by the constitution is unconstitutional and void.
