However, they have to be accepted by congress which can be difficult if the congress is divided, meaning that either house has a majority of supporters for one political party, and the president supports the other. The president can choose his own cabinent, but really they are just advisers. They don't have any big powers. The president is the symbol of our country. He also has to live up to that rep. He has the power to grant pardon. Usually they do it at the end of there term (Bush would be doing it right now.) It is where they chose to pardon, or not pardon someone for crimes (such as treason, murder, war crimes, etc.), and therefore they would be excused of that.
