You may get differering answers on this question which does not say whether it is an Allied or Axis officer. Hermann Goring would be the obvoious answer, but I do not consider him an officer, merely a buffoon, so here are my answers:

Insofar as I know, Field Marshal von Paulus, captured by the Russians at Stalingrad, was the highest ranking Axis officer to be captured by the Allies. Paulus is also the only German general to attain the rank of field marshal without being recalled to Germany. Rather than taking measures to save the Sixth Army, Hitler simply promoted Paulus to field marshal by radio, as if Hitler thought the promotion would make a difference. [In the same year of 1942, Hitler also recalled Rommel from North Africa and promoted him to field marshal. In a letter to his wife, Rommel said that he would have much preferred one more division under his command instead of the promotion.]

The British General Percival (Singapore) and the US General Wainwright (the Philippines) were captured by the Japanese in 1942 and incarcerated until the end of the war in 1945. To my knoweldge they are the highest ranking Allied officers captured by the Axis.
