The 22nd Amendment (limiting the president to 2 terms) was passed by the Congress March 21, 1947. It was ratified by the requisite number of states on February 27, 1951. Since the president at the time, Harry S Truman was exempted from the amendment he technically could have been elected to the presidency a 3rd time had he chosen to run again. The only other ex-president alive at the time of the passage of the amendment was Herbert Hoover was elected to his single term before the ammendment was passed. Hoover too would have been limited to two terms since the exemption only applied to "any person holding the office of President when this article was proposed by the Congress" - which meant Harry Truman. Although he didn't die until 1965, Hoover never tried again for a second term after he was defeated by FDR - so the question of a 3rd term for Hoover was pretty moot even without the amendment.
