The president can recommend expenditures and to a certain extent, spends money based on decisions made. However, both the cabinet and Congress have input that affects those decisions. Do not forget that the value of dollars has changed over time.

President Harry Truman borrowed 12 billion dollars (around 12 billion) to help aid European countries during their famine (shortage of food). we spent a lot of that money in the us which helped our economy and we shipped the goods to Europe, but we certainly didnt have the money to help aid them. as a tool of foreign policy, we use non military aid to help others. Just like we are doing now in Haiti.
