It totally depends on to whom the stepmother's estate was willed. The executor of the will is legally bound to responsibly represent the stepmother's wishes. However, if no will is known to exist, it is completely up to the government of the primary state of residence of the stepmother (probably, but not necessarily, Ohio) to distribute her estate as it wishes (within legal limits, if any).
