If you are asking about the United States, among the most popular presidents were George Washington, Theodore Roosevelt, Franklin Delano Roosevelt and Ronald Reagan. But "popular" doesn't necessarily mean the best-- many presidents had wonderful personalities and the public loved them at the time, but their policies later turned out to be wrong for the country. Also, some presidents were not popular (or were controversial) in their time, but are today considered great-- Abraham Lincoln is a good example.
