The Constitution itself did not specify any one person for the office of President of the United States, but rather indicated the method by which such a person should be elected. It is generally agreed, however, that many participants in the Constitutional Convention assumed that Washington would serve as the country's first president, having served as President of the Convention and so long as he agreed to once again come out of retirement.

Washington received 69 total electoral votes. Each elector was given two votes in that first election, and all 69 electors voted for Washington with their first votes. However, to avoid sending the election to Congress for resolution because of a possible tie, Alexander Hamilton encouraged electors to vote for a number of different men with their second votes. Of those, John Adams received the highest number of votes (34) which made him the elected Vice President.

Washington set a number of precedents in office that were adopted or adhered to by successors to the office, including the two-term limit (only exceeded once in American history by Franklin Delano Roosevelt).
