This is a fraud technique call 'phishing.'
They perpatrator sends out spam emails to thousands of people using any one of a number of techniques and throw away mail boxes. Out of the thousands of people that get the message, a few dozen may actually have an account with the bank in question.
If they actually believe the email is real, they will click on the link, which will look exactly like the official bank web site, and they will enter their id and password. The fake website will record the information. This allows the criminal to use the ID and password to transfer money out of the account into their own accounts.
The crime is very hard to track and presecute. I'm sure your bank has a page or two regarding these problems and suggestions for making sure you do not become a victim of the crime.
