Yes, they could have. It was true that Germany tried to get Mexico involved in the war on the Axis' side, but it is very improbable that Mexico - just recovering from a civil war - would have seriously considered starting a war with the US on behalf of Germany.

President Wilson - already sympathetic to the Allied's war effort - however managed to use Germany's efforts with Mexico as a way to successfully chance the isolationist attitude of Congress and the general public in the US.

What was an over act that made president Wilson conclude that us involvement in the war could no longer be avoided?

President Wilson concluded that U.S. involvement in World War I could no longer be avoided after Germany's resumption of unrestricted submarine warfare in early 1917. This aggressive strategy threatened American shipping and lives, exemplified by the sinking of the Lusitania in 1915. Additionally, the revelation of the Zimmermann Telegram, in which Germany sought to ally with Mexico against the U.S., further galvanized public and governmental support for entering the war. These provocations ultimately compelled Wilson to ask Congress for a declaration of war in April 1917.
