After the U. S. annexed the Republic of Vermont, Kentucky separated from Virginia, and both were admitted as new states, the U. S. adopted a flag with fifteen stars and fifteen stripes. Congress then passed a law to keep the number of stripes at thirteen in honor of the original thirteen colonies/ states.
