I don't know anything about the first flag, but I know that the first U. S. flag had thirteen stars and thirteen stripes. After the U. S. annexed the Republic of Vermont, Kentucky separated from Virginia, and both were admitted as new states, the U. S. adopted a flag with fifteen stars and fifteen stripes. Congress then passed a law to keep the number of stripes at thirteen in honor of the original thirteen colonies/ states.
