Federalism is the political system where power is shared between the national government and smaller political units. The national government and smaller units are bound together by a political covenant.
Any form of a central government sharing power with internal state bodies can be called a republic. The US Constitution set forth such a form of republic. However, other forms of government can also meet the criteria set by the question. For example, a Constitutional Monarchy can exist whereby the central government shares power with states within the nation.
The Weimar Republic set up in post WW 1 Germany was a new central government, however before it ever existed, the states within Germany such as Prussia and Bavaria had their own governments and shared powers with the new republican government.
Federal system
Federalism is a political system in which power is divided and shared between a central govenment and local govenments. Today, federal governments are not in the majority. Most nations do not have federal systems of government. The United States started out as a confederate type of government, with the states having most of the power. The Constitutional Convention was called to improve the government under the Articles of Confederation but decided to scrap that system and develop a new Constitution. The result was the federal system. The national government is supreme but the states also have certain powers they share with the national government and powers exclusive to the states. Smaller city/states may have had a form of federalism but the United States was the first major power to develop that political system for itself. It has withstood the test of time.

In a federal system, the state and national governments share power. Some authority is exclusive to the national government and some is reserved to the states and the people, but other powers (such as the right to tax) are concurrent, or shared by both entities.
It doesn't quite work that way. The States and their people ARE the government, and they have allowed the Federal government to do a very few things like regulate sales of items between and among the States, provide a military to protect all of the States, and to mint money.
