This answer is specific to the United States, but the Constitution was the document that the founders of our country created to establish bare minimum requirements for the country to abide by. Basically, the Constitution grants powers to three branches of our government, the Executive Branch, the Legislative Branch, and the Judicial Branch. The Legislative Branch includes the House of Representatives and Senate, also known as Congress. All of the Federal Laws in the United States are created by the Legislative Branch. The Executive Branch, which is comprised of the President and his Cabinet, is responsible for enforcing the laws made by Congress. Lastly, the Judicial Branch, which is comprised of a variety of courts and the Supreme Court, is tasked with interpreting the law when there are disputes over a law. In short, there really is not much of a difference. The laws of our country are made by Congress, which gets its power to make laws from the Constitution. The Bill of Rights, which is more commonly known by its individual amendments (think First Amendment or Freedom of Speech), are laws that have been added to the Constitution. So, in many regards the Constitution is one big set of laws, many of which give Congress the power to make more laws.
