On U.S. quarters up to 1998, it's in the same place it always was - below the portrait of Washington on the front of the coin.

The State Quarters series required some major rearrangement of the design, and each coin has 2 dates on the back: the date at the top is the year that the particular state was admitted to the Union, and the date near the bottom of the design is the year that the coin was struck. For example, a New Jersey quarter has 1787 at the top, and 1999 at the bottom.
