minecraft runs as smooth as it can with a Radeon HD 4890, so I'd say yes.
Really low requirements, the biggest thing is the game is still in Beta so has it's own problems, especially with Java.
Java needs updated, and proper version for your 32 or 64bit system, and RAM is good but maxes out at only like 2GB used even with tweaks, so it comes down to CPU to keep up and any bottle necking your PC may have to slow it down (or bad internet connection if online/servers)
Minecraft can run on almost any GPU - as long as it has some older requirements.
Yes it should, I had a Radeon HD 6650 descrete and i was able to run it on high graphics, seeing how your card is lower but not by a long shot it should be able to run it.
