Xbox LIVE is an online gaming service for your Xbox 360. It uses you internet connection to connect to for Xbox LIVE to go online. ISP stands for Internet Service Provider.. examples: Verizon FIOS, Comcast, Time Warner.. and much more. Basically Xbox LIVE is not an ISP.

All ISPs work with XBOX live...if you can get on the Internet then you can play XBOX live...if you have problems check your XBOX manual, it should direct you exactly what to do...if you can't find it, then repost and I'll walk you through it..

I'd recommend contacting customer support (Xbox Live) because it could either be on their part or it could be your internet service provider (ISP), however, assuming there is a status on Microsoft Xbox's status page about people having problems that consist of attempting to create or manage user user accounts, create machine accounts, or manage the association of their gamertag to a Windows Live ID.
