The basis of Resident Evil 4's plot is that the US President's daughter Ashley has been kidnapped by a cult called Los Illuminados, in which the members are controlled by a parasitic worm called Las Plagas. Leon Kennedy is recruited and sent to save her from a village in an unspecified European country.

These worms are maintained by the cult leader Ramon Salazar; he and his co-conspirators plot to implant first Ashley, and then the President himself, with the worms so as to gain control over them and the superpower.

While the worms result in several enemies appearing zombie-like, these are the minority and only occur near the start of the game. Much of the game involves enemies bearing little resemblance to either earlier Resident Evil-type Zombies or even those from films like Dawn Of The Dead. RE4 is thus not a true zombie game, but only a general survival-Horror.
