It is possible to disable JAG by accessing your Account Settings > JAG > disable. If the option does not appear, is the device trusted? If not, it may not appear in the list until you have answered the questions you set. If you are having trouble disabling JAG for whatever reason and you have sufficient proof to show Jagex you are the account's owner, you can request a JMod disable it for you (see related links) by posting in the topic provided.
I'm not sure whether JAG's options should or should not display based on the player's age though it may be another means of securing younger players' accounts.

You cannot delete an account on RuneScape.
It is not possible to delete a RuneScape account.
Simply do the following:Runescape Homepage > Cursor Over account > click account settings > Start/Extend Membership - Then simply just follow the steps on what you need to do.
There is currently no option to delete your RuneScape account.
