There a few ways but most of them require having a mini usb wire which can connect your PSP to your PC. You will also require a Pro memory stick duo. Also you can connect your memory stick directly to the PC but you will need an adapter to do that.

when you plug your psp into your PC, go to "my computer" you will see, usb mass storage divic or PSP, or somthing like that, when you have music saved to your PC, you just coppy the file into that .....but when you open the folder up, you have to make a new folder in it named MUSIC then just coppy you files into that file "MUSIC"
You need internet to play your music. (Windows Media Player) To download music from your PC to your PSP, make a folder named MUSIC under the folder named PSP. Load your music into this folder. PUT THE ACTUAL SONGS IN THE "MUSIC" FOLDER. Do NOT make subfolders or the PSP will not recognize the songs.

Well first you need to have a USB cable that connects from the PC to your PSP. Then go to settings on your PSP and click on USB Connection.
