Although graphics cards make WoW run better, you can get along pretty well without one and use the 256MB Nvidia GeForce 8200M that comes with it. The 2GB RAM that comes with the CQ60 should be more than enough to get 60 frames per second. The only thing is you might want to play on lower visual settings in raids and instances and in places like Dalaran and Orgrimmar/Stormwind as they can get pretty stuttery (not a real word but you get the drift) even on extremely high end systems.

World of Warcraft needs a minimum of 1 GB of RAM to function properly, although it has been known to run on as little as 512 MB RAM. So, no, it probably would not run on a Compaq Armada M700 with 192 MB RAM, or if it did, it would be really really slow, and freeze alot.
You should be able to run World of Warcraft with an ATI 2100, if you use the latest drivers for it. You might have to fiddle with the settings in the Graphics options of the game to get it to look good.
While having a graphics card will definitely help when it comes to game play, it is not necessarily required. The on-board video might be good enough to play it. That being said, if you wish to run World of Warcraft on ULTRA settings, then you would probably need a graphics card.
