There is a ninja, but not you. The ninja is Haylee, and here are some ways you can meet her...
1.) Get 100% relationship with Detective d. Man, and a secret passageway will open up in the jail by the poster. Go in there between 5 am and 7 am and you will meet the ninja.
2.) Go to the very far right of the carnival between 12 am and 2 am, and the ninja will be there.
Those are the only two ways I know, but she sells cool stuff.
1.) She sells a lot of drinks that increase your skill points
2.) She sells recipes
3.) She sells a rosebud. Eat the rose and it will give you 2,000 dollars
