Because the PS3 is more advanced than the PS2 and a game is software designed to be run by the hardware inside the console. The PS2 does not have the PS3 hardware needed to run the software. It doesn't even have the Bluray laser needed to read a Bluray disc so the software can be read. The PS2 components are not as advanced as the PS3 and even when the software says store in the harddrive there is no harddrive to store it into. The PS2 is a fine console and is becoming very popular in some regions of the world.

The PS3 is a step above designed for 1080P HDTV it is now moving into the 3D world and using the PlayStation Move controller or the Dual Shock 3 controller either of which will work with the PS3. Not only that, but it you have a PS3 without an internet connection your software has not been updated and you will not be able to play these games with a PS3
