i caught lugia today on soul silver you have to get a tidal bell first and to do that you have to beat all 8 badges then go to the professor in your home town he will talk to you then tell you to go to the dance studio you go there make sure you heal your Pokemon to battle the girls once you beat all of them you get the tidal bell then you go to the whirl islands once you get there to the other 2 bells you talk to one of the girls and then lugia will come and you fight him

Before you catch Lugia, make sure you save the game. If you have HeartGold, after beating the elite four, and the 16 badges, you have to go to the Whirl Islands (near Cianwood City where you get the medicine for the sick ampharos in the lighthouse) and obtain the silver wing. Go all the way down until you see the huge waterfall.

Surf eastwards from Cianwood city or When you are going towards Cianwood from Olivine city, you see a huge swirl of water, you use waterpool and cross it and then you will see a cave. All you have to do is defeat all 8 gyms and get the HM Whirlpool and teach it to a Pokemon then BOOM. Go to whirl islands and go to party and click on Pokemon that has the move and click whirlpool or press A when your in front of a whirlpool and it says "Do you want to use Whirlpool" and you say YES. Now go through past where the whirlpool used to be and you will find a cave and go in it. Now your in the WHIRLPOOL ISLANDS.

Defeat all 8 gym leaders and then u will go to prof elm and he gives u a master ball and u should have a silver wing then go to seafoam islands and look in there till u see a man coving an exit/entrance what ever u wanna call it then talk to him u show him silver wing and then go down down down and down then go right to bottom and then go through entrance and kimmo girls are there and thats when u need the tidal bell so u use that and all bells ring and then lugia appears from the waterfall anything else just give me a shout thank u for reading :)
