The final step to beating Spy island is to use the Laser Goggles to go to the control center to the right of Toupee Terrace. You also need the Fingerprint glass from the BAD Bistro.
Once you get past the lasers, and enter the center, use the three passcodes one at a time on the computer. Director D will show up to help. But he turns out to be a BAD guy, so follow him through the transporter to the satellite. Beat his minibots and the flying control capsule to win.
