either the umd is broken or scratched BAD. or the reader thing inside the umd holder is shot. this sort of thing happened to me my umd thing broke on my old psp i had so i got a new one. buy a new one or go to playstation.com

To download a new game you need an Internet connection so you can go to the PlayStation store from your PSP and download game directly or you can go to a store and buy a UMD disk so you can put the disk in your PSP and play the game you bought.
There are many games, including retail ones available on the PSVita's PSN store, but the games also come as physical media too, PSVita Game Cards.
