When does the Xbox 360 portable discovered?

Is there no real Xbox 360 portable just yet but there are rumors that there is going to be a Xbox portable sometime in the years to come. The rumor was first released in 2009, we are now in 2012 so things are looking no good at the moment. However, one article was released stating that Microsoft have no intentions on creating a portable device because they do not want to be in the battle of PSP and Nintendo DS.

In 2010, there was a windows phone (HTC) released with Xbox live on it where you can explore the marketplace and other things. This isnt classed as a portable xbox console but the way I look at it is, are Microsoft testing what could be the next portable console on smart phones?

Update: The Windows Phone 7 is the xbox portable device, rumors are saying!
