Make one. Get level 50 runecrafting and then enter the guild and play the great orb project. Then, with the points, buy the talisman and the staff and then add the talisman to the staff.

I'm not sure what you mean. The only staves you can get from crafting are the battlestaves. If you mean RUNEcrafting, then you need a level of 50 in RuneCrafting. Go to the guild and play Great Orb Project until you get 10K reward tokens. You can trade this for the staff, you have to have a talisman attached to it to be wielded.
Not that I'm aware of, besides a wizard runecrafting hat from the runecrafting minigame and a hood that goes with the runecrafting skill cape.
