Legion is found when you launch the mission to attain the Reaper IFF (Identify Friend/Foe) from the Derelict Reaper that the Illusive Man finds. After completing the mission you are given the dialogue option of either 'keeping the geth' or sending off to Cerberus for study. If you send legion to Cerberus you will gain renegade and Legion will not be added to your party. If you choose to keep legion you will have to activate him in the AI Core located behind Dr. Chackwas' Med Bay on the Normandy much the same way you released Grunt from his tank. After that Legion will become a companion and his Loyalty mission will appear soon after.
