Well really its to do with a sense of logic, because we read left to right. Then you would expect a graduation in the scales to be from left to right as well. The real reason the zero is on the left side of the scale is in case you want to make smaller calculations, this is also why the fractional scale is smaller on the left side.

Ye haddock does have scales. It is very similar to a cod although haddock is smaller , as is the mouth, not reaching as far back as the cods mouth.

As far as I know all reptiles have scales by definition. Some have larger scales than others. Some gecko species feel almost like suede but there really tiny scales there.
