A pool is work, you have to know that going in, the purpose of the filter is to keep the water clean, the pump will make the meter spin the longer you run the filter, however the longer you run the filter the less problems you will have, if you get a rainy season, you need to recycle the water if its hot the chlorine is going to be consumed by the sun, an idle pool can be more costly than by letting the filter run constantly,if you are going to cut back on running the filter do it in the night and not during the day light hours. You will hear all kinds of answers to this questions. My personal opinion is when you open the pool up that is when the pump and filter go to work. When you shut your pool down for the season that is when you pull the plug on the filter and pump. The above is for a pool that is outside, Also the reason I say this we use to get pools also where the filters and pumps where undersized. So once a pool get out of control its harder or takes longer to get it back to its proper levels when running a pool only part time.

A pool pump should only be replaced if and when it fails. A pool pump needs proper maintanance in order to function properly, and should last the life of the pool ith proper care.
Yes
Draining the water from the "pump" (I'm assuming you mean the filter) should only take a few minutes. How long it would take to drain the water in the pool down to the winterization level would depend on the size of your pool and the pump you are using.
Your pool builder has those answers as every pool builder has his specific rules and procedures. k
You should run the filter on your 18 x 4 pool for at least 6 hours per day or for as long as direct sunlight shines on the pool. In very warm climates, you will need to run the pump for at least 8 hours.

It is recommended to select a pump that can circulate the entire volume of your pool in 6-8 hours. Consult with a pool professional to determine the appropriate size pump for your specific pool size and needs.

The amount of time the pump should run for any pool will depend on a few things. Hotter seaons will require your pump to run about 8 hours. Running your pump in hotter seaons also require that the pump runs during the hottest part of the day. You may cut the hours to about 6, or as low as 4 during winter. Please keep in mind "bather load" or heating the pool in the winter can effect the hours your pump should run. During winter pump should be ran at night to avoid freezing of pipes
You should run your pump about 12 hours each day to keep water clean. You can put your pump on a timer to save money. Don't do that until your water clean and clear. If you are still working to get your water just right you need to keep your pump going full time.
I have an 18' round pool and i use a 1/2 HP pump. It should be more than enough.
