For Aboveground pools, typically you would use clean sand (no stones) or you can buy some pool specific ground covers, some are foam, some more like a foil. For Ingorund applications you could do any of the above, sand used to be used a fair bit but I wouldn't recommend it. In our opinion inground pools should have a proper concrete/grout bottom. It protects the line from things in the ground and will not shift causing the bottom to move and possible the liner to fail.
