Short barreled shotgun is actually a legal term- it means a shotgun that has barrels less than 18 inches, or an overall length of less than 26". To my knowledge, H&A did NOT make a short barreled shotgun. Information is thin- they went out of business about 1914-1916, but all listings I have seen are for 28 inch barrels.
A short barreled shotgun is not necessarily "more lethal" than a long barreled shotgun. However, it is more readily concealable, and has lost most of its usefulness as a sporting (hunting) weapon.
No i believe it is classified as a short barreled shotgun which makes it illegal.

18 inches. Anything shorter than that requires a Class II NFA permit for a short-barreled shotgun. Doesn't matter what state you're in - that's federal law.
It's a matter of federal law, applicable to all states. For a rifle, it must be at least 16 inches. For a shotgun, 18 inches. Anything less requires an NFA Class II permit for a short-barreled rifle or shotgun.
18 for any Title 1 weapon, 21 for any NFA Title II weapon (short barreled shotguns, full auto weapons, any shotgun classed as a destructive device, etc).
