Who started the fire is not entirely certain. The blame was placed on a Marinus van der Lubbe (although it is likely taht he was either forced to by the Nazi Party or was framed by them).

Although the National Socialists never captured more than 37 percent of the national vote, and even though they still held a minority of cabinet posts and fewer than 50 percent of the seats in the Reichstag, Hitler and the Nazis set out to to consolidate their power.

It is not proven, but the Emperor Nero wanted to build his new palace on the site of two old Roman temples, and to destroy them would have made him even more unpopular than he already was. It is therefore speculated that his agents set the fire, and the Christians who were an unpopular new cult in Rome made a convenient scapegoat for the arson.

However, Hitler and the Nazis used the fire as a pretext to crack down on political opponents and consolidate power. A Dutch Communist was arrested at the scene. However, there has been speculation that he was framed and the Nazis were involved. Certainly, Hitler persuaded President Hindenburg to pass the Reichstag Fire Decree, declaring a state of emergency. The Nazis also won the largest number of seats in the following election.

On 28 February 1933 the Reichstag (German parliament building) burned down. The fire was obviously arson, and the Nazis blamed the Communists. The fire gave them the excuse to proclaim a state of emergency and unleash panic and hysteria.
Because marinus vander lubbe who was found guilty of startingths fire was a communist, hitler had an excuse to ban communists. He said that they were a threat and were trying to take over using violent revolution as the fire shows. Banning them means he has a majority in government and can make all the decisions he wants because communists were his main opponent. Some thought the fire was so convenient to the nazis that marinus may have been framed. He was gullible and maybe told to be in the reichstag with fire lighters. The Reichstag was the elected Assembly in Germany prior to the Nazi takeover. Originally, it had a minor political role, but after the downfall of the Kaiser (the monarch) at the end of World War I, it took over the role of making laws. After the Nazis rise to power, a number of laws were passed via the Reichstag which cut it off from making many important decisions. The Reichstag is also the name of the building where the assembly met. The building was badly damaged by a fire in 1933, then by air raids in World War II. During the Cold War, the West German government set up a government in Bonn with the Bundestag replacing the Reichstag. After reunification, the Bundestag moved back into the Reichstag building in Berlin, which was restored.
