World War 1 did not bring about that many changes. Austria probably was the only permanent victim in terms of loss of status. Germany was to fully rebound within 15 to 20 years and Russia had always been been 'big', but it was generally self-centered and had never been a major power broker on the world stage. After the Russian Revolution and its aftermath it would like Germany regain its former power and status.

(Near-)permanent power loss would be a much larger factor after WW 2. Germany was this time to remain a 'minor' power for the next 40 years, until well after its unification in1990. Japan, France and mostly, Great Britain were to lose most status permanently. Great Britain had before WW 2 been the major world power but was now crippled with war debt and much impoverished by the subsequent and permanent loss of its overseas Empire in the years after the war. France also was a big loser - during the War, and afterwards when it also had to give up all its colonies.
