The kind of "peace" that is maintained by force is only an illusion of peace. If people only refrain from hurting each other because they are afraid of someone else (police, or an army, or whatever), then this is not "peace": it is merely little bullies held in check by larger bullies. Real peace only happens when people do not want to hurt each other. You don't "make peace" with another person or community by holding a gun to them so that they're too afraid to hurt you (yet this is what many people think of as "peace": a so-called peace maintained by force, waiting at any moment to erupt into violence again). To really make peace with another is not to force them to behave "peacefully", but to join forces with them, to understand and help them, until they count you as a friend and could think of nothing worse than hurting you. Real peace does not need force: it comes from understanding.
By Auugst/September 1918 Germany had no chance of winning and its armies were in retreat, and in late September 1918 Ludendorff informed the government that it should ask for peace. The German military had subjected the population to an intolerable burden for four years. In November 1918 there was a revolution (of sorts).

The three leaders of the conference were President Wilson (US), Prime Minister David Lloyd George (Britain), and George Clemenceau (France). Wilson wanted peace without victory, but Clemenceau wanted to rebuild France with money from a weakened Germany and George was in between. Italy also pushed Italian demands. Italy wanted lands from Austria. Several nations wanted their freedom based on self-determination, and Wilson wanted to give it to them. He also wanted a League of Nations based on the idea of collective security (collective security: every nation would send a representative to the League of Nations when someone wanted to start a war. This is when they would all talk it out.)
He wanted Germany to pay for damages but did not want revenge. He did not want to let Germany off the hook too easily but felt they should be addressed firmly. He fell in the middle of George Clemenceau, who wanted revenge on Germany, and Woodrow Wilson, who just wanted world peace and simple reductions in arms and participation in the League of Nations. This view was not accepted by a large sum of Europeans, including the British, who also wanted revenge. So David Lloyd George felt that Germany should not be treated too harshly, but did agree with France's views because that is what most of the British people supported. He was in the middle.
