Jonas flees the community after receiving memories from the Giver. He ventures into Elsewhere, leaving the community behind to seek a better life.
In the book, it explains that the Giver cannot escape with Jonas because he must help the community with their soon to be acquired new memories. Also, it implies that after the Giver helps the community he will apply for release and be with his daughter, Rosemary.
Jonas gives people memories by running away so they can all go back to the community- for memories are forever. once he got memories, he has the ability to give them away to. he just followed what the giver did and gave some memories to Gabe.
