The quote comes from Animal Farm, a novel by George Orwell written at the end of World War II. It parodies the story of the Russian Revolution and Soviet Russia: the animals rise up to overthrow their oppressive farmer Mr. Jones. They lay down "Seven Commandments" and agree to work together to make their lives better.

Soon enough, however, a pig called Napolean takes over and turns it into a Dictatorship and a police state while insisting that they are still free. Gradually, the pigs start behaving like humans and amending the commandments. The final stroke of the axe comes when the commandment of "All Animals are Equal" gets changed to "All Animals are Equal but Some Animals are more Equal than others"

The previous answer talks about this sentence generally but here I have explained the sentence itself supposing you are already familiar with the novella Animal Farm by Geroge Orwell.

This statement is the reduction of the Seven Commandments. it shows how small, almost unnoticeable changes gradually corrupt the core ideals of Animal Farm. We learn that if people are not always careful of not being deceived, the people in power can twist words to serve their own needs. The word equal is mentioned twice, which sounds comforting, but it doesn’t stand for equality but rather a hierarchy. Old Major’s ideals were always focused on “all” animals, whether it was their comradeship or involvement in decisions about running the farm, and we see that the sentence does mention “all” but only to distinguish “some” animals from that “all”, this further clarifies the form of corruption taking place in Animal Farm.
