Plain, cooked mince is fine for puppies however you should check for any additives or ingredients that may be harmful. Cooking the mince will remove a lot of the nutrients that the dog needs, a raw diet is better.
They will do better with their mother's milk until they are weaned at about 6 weeks old. You risk having them choke on food that they are not physically ready to chew and swallow.
