This gets more into physics, the conditions of the course (twisty, hilly, soft sand etc.) and length of the course than just a discussion of cars and horses (both types of which have to be specified all cars and horses not being the same).

Obviously the simple answer is that as race horses can go 50 km/hr and cars 100+ km/hr the car will ultimately overtake the horse on a flat out straight course on a compact flat surface.

Most cars, Ferraris to family sedans, take at least 3 seconds to reach 50 kph (maybe more) while horses reach top speed in a much shorter time. At 50 km/hr a horse would travel about 45 meters in the time it takes for a car to get to the same speed. So in races of about 50 meters the outcome would be pretty equal. Longer races go to the car. On soft, sandy, muddy or wet tracks the horse would hold its own for longer races, but not much longer.

On twisty races (think of barrel races at rodeos) the cars higher mass and different way of handling curves would put it at a disadvantage. Without straight aways and with minimal maneuvering room the horse would have a good chance of winning.

In an endurance race, the car can go at 50 km/hr for much longer than a horse and would eventually overtake the horse even if its speed were limited
