If you don't have any cash for your kitten, I would suggest to keep him hydrated, give him water, you can probably get a syringe, (no needle of course) get some fresh cold water fill the syringe and give it to the kitten right corner of his mouth, place cold ice packs under a blanket wrapped with paper towels and let the kitten sleep on top of the blanket, do not place the kitten under direct contact, make sure you make at least two layers of the blanket, this will help him/her not overheat, the most important thing is to keep your kitten hydrated. Hopefully his/her body will eventually come out of whatever is going through. But seriously you should see if you can find out from your friends of neighbors if anyone knows any vet that would be reasonable. Take up a collection at work if you need, I know with the economy so bad out of shape money is very tight, but if you have a pet you owe him/her good care.
A small bump on the throat of a cat could be a number of things. This could be a lypoma, it could be some type of infected injury, or it could be a tumor.
