Likely no. Rats are predators and are very likely to kill and eat the mouse. Although I've known a few rats who've accidentally come into contact with pet mice and behaved toward them in a friendly manner, most would kill them. If all were raised together from babies they would get along, however.
It depends on your point of view. Animal rights followers think it's cruel - HOWEVER - in their natural environment, snakes do NOT consume carrion. They only eat what they have killed themselves. Compare the death of a rat killed by a snake - with the death of a rabbit targeted by a fox... The snake strikes at the rodent, instantaneously 'wrapping' the rat in its coils. As the rat breathes out, the snake tightens its grip - and the process is repeated until the rat is dead. The whole process takes less than 10 seconds - and the rat certainly has no idea what's happened ! Now - the rabbit being hunted by the fox - is chased over a longer period of time (often for many miles). The fox simply runs the rabbit until it collapses from exhaustion (the rabbit runs out of fear for its life). Once caught, the fox rips the rabbit apart (sometimes the rabbit is still alive).
It's the cat because the others are rodents
It is not recommended to use cages for animals other than they were intended for as then can endanger your pet. PetProductsByRoyal.com has some great cages for small animals. ^Isn't 100% true. The bar spacing in a rabbit cage is to wide for a rat. they can escape. Bar spacing needs to be similar to a hamster cage but size needs to be much larger.
No, a rat cannot live without its head. The brain is essential for controlling vital functions such as breathing and heart rate.

Likely large roof rats or wharf rats. They get rather large, perhaps larger than you thought a rat would be.
Just use a large bird cage, or a rabbit cage. My rat has a rabbit cage, and she's as happy as can be. My old rat had a bird cage, and he was perfectly fine.
